Single region analysis:
 
* hs2bat    (create the fp, fn data files)
* bat_min   (find min fn+fp count per data file)
* bat_crops (find min fp+fn count among the runs covering >= a given pctg
             of the fctional regions)
* make.best (produce data files for the best (a,l) for each region)


Combined region analysis:

* bat_merge
* bat_min_combined 
If testing is restricted to runs conforming to a pct cut of true positives 
(see above) 
* bat_merge.cut
* bat_min_combined
or
* bat_crops_combined
